Manager, Telecommunications – Massachusetts State Lottery Commission

Position Description:
JOB SUMMARY

Perform a variety of duties involving the supervision of the engineering, implementation, installation and maintenance of data communication equipment. Responsible for all network communications to the Lottery’s data centers as well as 8500 communications devices located in retailer locations across the Commonwealth of Massachusetts. Responsible for the move, additions and changes to the Lottery’s voice systems for all Lottery offices. Procurement and administration of mobile devices such as smartphones, tablets, iPads, etc.

ESSENTIAL FUNCTIONS

Direct the activities of the telecommunications department staff in the policies and procedures regarding telecommunications equipment.
Oversight of duties assigned to staff. Provide support for Field Service Technicians in the field.
Monitor routing device configuration loads for retailers and testing of routing devices during installation and troubleshooting.
Install, configure and troubleshoot MPLS circuits at retailers.
Provide support for MSLC Hotline staff to resolve telecommunication issues identified by retailers.
Provide support for and resolve issues with MSLC staff phones.
Support a complex POS network utilized by MSLC retail agents for sale and cash redemption of MSLC products.
Interface with support vendors to ensure availability goals are met (24x7x365).
Moves, adds and changes to retail sales agents from network.
Manage and monitor all circuits and the data being transmitted between MSLC locations, Data centers, all Regional Offices and Dorchester Headquarters.
Phone System Adds/moves/changes.
Resolve/Escalate circuit issues with vendor.
Manage a diverse base of third-party vendors such as: Verizon, Encore, Comcast, Windstream, and Advanced 2000.
Monitor devices to ensure that they aren’t being used out of service providers supported geographical region and take appropriate actions when they are.
Monitor devices such as iPads, tablets, smart phones, and Laptops.
Plan and recommend department budgets and forecast future expenditures.
Create procurement documents and evaluate vendor responses using knowledge of the Commonwealth of Massachusetts procurement process.
Approve invoices from vendors of services and products received from them
Review and approve monthly billing by service providers for data and voice networks.
Member of MSLC Security Incident response team.
Administrative responsibilities:
Timesheet approval
Overtime scheduling and approval.
Approve mileage for state vehicles assigned to staff.
Administer the Collective Bargaining Agreement within the department.
Perform special projects as assigned
Must have a valid driver’s license and the ability to drive between locations throughout the Commonwealth.
NOTE: Per the bargaining unit contract, the salary for this position will increase by 2% effective July 13, 2025.

[Full-Time (Salaried)] Salary Range: 106612.97-106612.97

Minimum Requirements:
PREFERRED QUALIFICATIONS

Ability to work all shifts (24x7x365) and/or locations, as required.
Minimum 10 years’ experience working directly with LAN/WAN hardware including routers, switches, load balancers and wireless networking equipment.
Management experience.
Instructing, training, and motivating personnel under their direction
Experience with management of union members a plus
Managing third party network service providers (e.g. Comcast, Verizon).
Designing, planning and recommending long and short-term changes to the telecommunications system including acquisition, installation, maintenance and usage of all relevant telecommunication systems and equipment.
Troubleshooting cellular issues and administering a constantly changing database of cellular devices, tracking MTN, SIM, IMEI and other cellular elements, using knowledge of WAN networks using cellular routers.
Creating and managing annual budgets in excess of $7MM.
Experience in the administration and implementation of data security policies for systems managed by the Telecommunications team.
Experience working harmoniously with a diverse workforce and customer base.
Excellent problem-solving abilities.
Effective communicator with strong technical documentation skills.
Ability to work independently or as part of a team.
Level of English Required: Advanced/Fluent
